Kenya welcomes victorious athletes from Beijing
Mr Ruto hosted a special breakfast to honour the team at his residence.
Kenya won seven gold, six silver and three bronze medals to finish top.
President Uhuru Kenyatta will receive the team for a special dinner at State House on Thursday.
The athletes will also have a public meeting on Wednesday evening at the Kasarani Complex in central Nairobi.
Among the athletes who arrived on Tuesday are deputy team captain Vivian Cheruiyot who recaptured her 10,000 metres title and history-making Julius Yego (javelin) and Nicholas Bett (400 metres hurdles).
There were also Ezekiel Kemboi and Hyvin Jepkemoi who triumphed in the men's and women's 3,000 metres steeplechase respectively.
